THE DEMOCRATIC QUINTET · SCRUTINISE

Does a second chamber protect or obstruct?

Symbolic illustration of the pillar SENATE
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

The proposal

The proposed Senate neither appoints nor dismisses the Government. It provides a distinct second reading and stronger safeguards within a defined sphere of fundamental matters.

L’objection

An additional chamber may reproduce partisan balances, multiply costs or give obstructive power to representatives whose legitimacy is less direct.

The response to examine

Composition, the duration of disagreements and the limits of competence are decisive. A check on power becomes useful only when its decisions and accountability can be understood.

The decisive test

Simulate disagreements between chambers, resolution times and risks of capture. Establish who can block what, for how long and under whose scrutiny.
