THE DEMOCRATIC QUINTET · PILIER III

A citizen-initiated constituent referendum

Symbolic illustration of the pillar RIPC
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

Understand the proposal.

An exclusively constituent initiative: an initial stage at 1% of the electorate, prior scrutiny of its subject and implications for rights, then signature collection reaching 7%, subject to territorial requirements. Following adversarial deliberation, the proposed ratification requires a majority of valid votes and affirmative votes representing at least 35% of registered electors. These thresholds remain to be tested; they do not displace the applicable constitutional amendment procedures.

The question it must answer.

Who should be entitled to propose changing the rules?

A popular initiative may be captured by organised interests, favour well-funded campaigns or expose fundamental rights to majoritarian pressure.
