THE DEMOCRATIC QUINTET · CONSTITUER

Who should be entitled to propose changing the rules?

Symbolic illustration of the pillar RIPC
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

The proposal

The proposed RIPC provides an exclusively constituent initiative, with prior scrutiny, regulated signature collection and adversarial deliberation before ratification.

L’objection

A popular initiative may be captured by organised interests, favour well-funded campaigns or expose fundamental rights to majoritarian pressure.

The response to examine

Admissibility and ratification requirements seek to contain that risk. Rules governing finance, balanced information and avenues of scrutiny are also needed.

The decisive test

Test the practical accessibility of the thresholds, collection costs, the protection of rights and equal access to debate. Examine the effects of low turnout.
