THE DEMOCRATIC QUINTET · STABILISER

How far may the vote be adjusted to make government possible?

Symbolic illustration of the pillar PMS
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

The proposal

The proposed adjustment reallocates between one and three seats within the total of 70, under specified conditions. Stability is treated as a supplementary correction, rather than an automatic reward.

L’objection

Even a limited reallocation takes seats from some lists to construct a majority. Why should that democratic cost be preferable to a coalition agreement?

The response to examine

The model requires a pre-declared coalition, qualifying thresholds and the absence of a viable majority that would make the adjustment unnecessary. The decisive issue remains a definition of necessity that can be independently scrutinised.

The decisive test

Publish the seats reallocated and the coalition alternatives rejected. Examine who determines the need for the adjustment, by what procedure and subject to what remedy.
