THE DEMOCRATIC QUINTET · PILIER IV

Civic inclusion of the diaspora

Symbolic illustration of the pillar DIASPORA
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

Understand the proposal.

Involve citizens abroad in senatorial and constituent affairs: five diaspora seats in the Senate and participation in the RIPC under the model’s rules. Reliable registers, safeguards against duplicate participation and effective access to voting govern that involvement. Within this architecture, the diaspora does not form the resident governing majority.

The question it must answer.

What does political belonging mean when one no longer lives in one’s country?

Citizens abroad do not always bear the direct consequences of decisions. Conversely, excluding them reduces civic belonging to residence alone.
