THE DEMOCRATIC QUINTET · PILIER II

A stability seat adjustment

Symbolic illustration of the pillar PMS
A symbolic illustration of the proposal. It is not evidence of its effectiveness.

Understand the proposal.

A supplementary reallocation of one to three seats within the total of 70, to reach 36 seats. It is reserved for a pre-declared coalition that leads with at least 42% of the vote and 33–35 proportional seats, where no viable governing majority makes it unnecessary. Reallocated seats are published; stability seats do not count towards the qualified majorities required for constitutional amendment.

The question it must answer.

How far may the vote be adjusted to make government possible?

Even a limited reallocation takes seats from some lists to construct a majority. Why should that democratic cost be preferable to a coalition agreement?
